Witmer Applauds Passage of Cosmetic Surgery Bill

(Queen’s Park) – Bill 141 was a good first step to improving patient safety at out-of-hospital facilities. However, ensuring the safety of patients in settings across Ontario was of great concern to health care stakeholders. According to the College of Physicians and Surgeons of Ontario (CPSO), full patient safety requires that a good facilities inspection system be complemented by an effective investigation system to provide adequate oversight of the health professionals that work in health care facilities.

It became apparent early on that a legislative amendment to Bill 141 was necessary in order to codify the investigatory powers of Ontario’s 23 Regulatory Health Colleges. So Witmer amended the Bill on March 10th to codify the Colleges’ powers of investigation and observation. 

Witmer’s amendment was needed because the CPSO is currently involved in litigation regarding the extent of its investigators’ powers. The powers being challenged were the college’s powers to interview and observe physicians in their practice. According to the CPSO, an example of when observation may be necessary includes cosmetic surgery performed by a general practitioner who has not undertaken a formal surgical residency program.

“I believe Bill 141 is a prime example of how legislation can be improved when there is consultation with the public and stakeholders; and when political Parties work together,” stated Witmer. “I believe the amendment that was added to this legislation will further protect the health and safety of people in this province; this Bill will save lives in the future.”
